Microsoft Select Agreement for DOE

Introduction

The Select Agreement is a purchasing vehicle for Microsoft software products that will generally give the Department the best available academic prices. The State has a separate MS agreement which has higher prices than the DOE Select Agreement.

Agreement Duration

From August 1, 2009 through July 31, 2012

Vendors/Ordering

Under our Select Agreement, Microsoft licenses are ordered through two companies: Dell and Hewlett Packard. Please note that their price lists costs differ. If you are buying a large quantity or higher priced items, it will be worthwhile to check prices with both of them.

Contact a reseller (contact information in the table below) for a quote on the list of items you need to order.

  1. For software orders related to Lenovo hardware purchases from the DOE Price List No. E10-19, you will be requesting a quote for the following part numbers and descriptions from HP or DELL. Quantity should be equivalent to the number of computers being purchased from Lenovo.

    1. If ordering from DELL use the following 2 lines to request a quote for the licenses needed:

      • Quantity # of WinPro 7 ALNG Upgrade A FQC-02424 (A2993619)

      • Quantity # of OfficeStd 2010 ALNG A 021-09733 (A3641871)

    2. If ordering from HP (TIG or GeminiTech) use the following 2 lines to request a quote for the licenses needed:

      • Quantity # of WinPro 7 ALNG Upgrade MVL (Part# FQC-02424-ZZ)

      • Quantity # of Microsoft Office Standard 2010 All Lng MVL (Part# 021-09733-ZZ)

  2. For other day-to-day orders of Microsoft Licenses be sure to specify if you want just LIC (license), LIC/SA (license and software assurance), and/or media. Specify which version of the media is needed especially if you are installing an older version of the software. If you purchase SA and a new version of the software is announced with in the Agreement Duration, you just have to purchase the media if you want to upgrade to the new version. If you have any problems, you may contact ISSB at 586-3200 for assistance.

Your purchase order and invoice will be your proof of license, so you should keep a copy of these. Be sure to include Attention to: in your shipping address. Your CD will be shipped from "Worldwide Fulfillment" and the shipping label may not show "Microsoft", so don't mistake this for junk mail. There should be NO shipping/handling charges. Add 4.712% tax.

Licenses, Media, and Product Keys

Licenses:

Since this is a volume purchase agreement, licenses are purchased separately from the physical media (typically one or more CD’s) that contain the installable product. A school or office needs to order a quantity of licenses equal to the number of machines that the software is going to be installed on. The proof of license will generally be your Purchase Order and Invoice.

Media:

Only one set of media needs to be ordered. If more sets are needed for convenience, for example to facilitate installing on a large number of machines, the school or office is allowed to make copies of the Microsoft CD. The media is inexpensive and should be ordered as needed. (ISSB will keep a master set of CD’s and will loan or make a CD copy for a school or office, but only for exceptional, hopefully rare situations.)

Product Keys:

When CD media for a product is ordered, it will not be delivered with an accompanying Product Key Code, except in the case for Macs and some server products. The Department has a master set of Key Codes for each type of product. These will be provided to a limited set of people at each school and office. You may contact ISSB at 586-3200. License Obligation/Copyright Laws

The volume licenses under the Select program generally will not require product activation with Microsoft, which binds the license and software to the machine it is installed on. This step is eliminated in order to make it easier for large organizations such as the DOE to deploy software. Please be aware that the Department and each employee of the Department is obligated to comply with software licensing and copyright laws. A license is required to be purchased for each computer that a product is installed on. Once you order the license, you are free to install the product if you already have the CD, without waiting for any confirmation from Microsoft or the Vendor.
