From:http://doe-jobs.k12.hi.us/jobs/sbbh.pdf School Based Behavioral Health Program (SBBH)The Hawaii Department of Education (DOE) administers the statewide system of public schools, composed of seven districts (Honolulu, Central, Leeward, Windward, Hawaii, Maui, and Kauai). The scope of educational programs and services of the public schools encompasses grades kindergarten through twelve, and such pre-school programs and community/adult education curricular as may be authorized. In addition to regular programs of instruction and support services, the DOE offers special programs and services for students who are disabled, gifted, learning English as a second language, economically and culturally disadvantaged, school-alienated, or institutionally confined. In accordance with the Federal Felix Vs Cayetano Consent Decree, the state has agreed to provide all necessary services for youth certified as eligible under the Individuals with Disabilities Act (IDEA), or youth certified disabled under Section 504-Subpart D of the Rehabilitation Action of 1973 to benefit from their education. The purpose of the DOE's recruitment effort is to provide and deliver school based behavioral health and educational services within the Comprehensive Student Support System (CSSS) through an educational model rather than the clinical model previously available through the Child and Adolescent Mental Health Division (Hawaii Department of Health) procurement system. These services are being integrated within the DOE providing timely and appropriate access to a full array of educational and behavioral health services to assist all students. The educational model is a strengths-based, multidisciplinary team decision-making model focusing on learning and development. It is based upon the understanding that an individual's capacity to meet expectations is based upon unique inherent characteristics and previous learning opportunities. It promotes the early identification of new learning opportunities to further increase the behavioral repertoire of students. The primary goal is to remove barriers to learning through the provisions of behavioral health services to students emphasizing the development of skills necessary to meet the social/emotional and behavioral demands of the learning and school community environment. Comprehensive Student Support System (CSSS)CSSS is the Department of Education's umbrella or construct for ensuring a continuum of supports and services that provide the social, emotional, and physical environments to help all students learn and meet high educational standards. This continuum begins in the inclusive classroom, with differentiated classroom practices as the base of support for each student. This support extends beyond the classroom to include school and community resources, initiatives, and programs as well as appropriate services procured from private providers. CSSS operates in all school settings, linking students and families to the resources of their neighborhood, their community, the Department of Education (DOE), the Department of Health (DOH), and other governmental and private agencies and groups.
