HB 2012 HD1 SD1 CD1 Act 106 (SLH 2012) Section 4 (11) amending Part III, Act 164 (SLH 2011) adding new Section 18.2 See pg. 256 of (SLH 2012) Relating to State Budget New section 18.2 added to Act 164 (SLH 2011): Provides EDN400 with $25M for fiscal year 2012-2013 for DOE home-to-school transportation costs not mandated by state or federal law but only if certain conditions are met, BOE approval, all four counties included, and report with specific requirements is submitted 30 days prior to 2013 Regular Session. HCR 85 (HR59) (2012) Hawaiian Studies Audit Compliance BOE and DOE mandated to comply in full with the Findings and Recommendations of the State Auditor: 1) allocate resources to develop fundamental requirements of K-6 programs & complete, disseminate and implement 5 yr. strategic plan; 2) update and revise Hawaiian studies program & curriculum guides for K-6; 3) monitor funds; 4) make clear statement of rule of kupuna and makua & regular classroom teacher; 5) allocate substantive resources to kupuna and makua training and educational programs; 6) provide accounting of all expenditures; BOE & DOE report due to Leg 20 days prior to 2013 Regular Session.

HCR 178 (HR 139) (2012) Requesting a Report of All State Department Expenditures Relating to Energy Conservation Contracts and Power Purchase Agreements Each State department is requested to report to B&F on energy conservation contracts and power purchase agreements; DOE provide detailed analysis to the legislature through B&F on its power purchase agreements; B&F submit findings and recommendations no later than 20 days prior to 2013 regular session.

Requesting the Board of Education and Department of Education to Collaborate with Parent Organizations to Establish, Implement, and Monitor Statewide Policies For Family Engagement in Hawaii's Public Schools BOE & DOE requested to collaborate with parent organizations re: statewide policy for family engagement; BOE & DOE report finding and make recommendations, including proposed legislation to the legislature no later than 20 days prior to 2013 regular session.

SCR 80 (2012) Requesting the DOE to Conduct Research on the Correlation between Children Who are Late-born and Educational Outcomes Request DOE conduct research regarding late-born children and educational outcomes; collaborate with Governor's Early Learning Coordinator, institutions of higher learning and regional education laboratory; report to Leg no later than 20 days prior to 2013 session.

HB 945,HD2,SD1,CD1 Act 52(SLH 2011) Relating to School Year and Instructional Time Report on the following for public schools excluding charter and multi-track schools which shall implement a school year of 180 days and: (1) For SY2011-12: 50% elementary schools shall implement 915 student instructional hours; (2) For SY2012-13: All elementary schools have 915 hours; (3) For SY2014-16: All secondary schools shall implement 990 hours; (4) For SY2016-18: All public schools shall implement 180 days school year, excluding PD days negotiated, including 1080 student instructional hours for both elementary and secondary school grades. The BOE shall adopt policies and procedures and may grant a waiver to any individual school subject to the student instructional hours or 180 day school year requirement.
