DEFINITION OF CLASSIFICATIONS &
PER DIEM (DAILY) RATES

Act 187 afforded the Board of Education the authority to provide wage adjustments for substitute teachers. Effective January 13, 2009, substitute teachers will be classified and receive per diem rates according to the chart below.

* A contracted DOE teacher or highly qualified teacher is one who completed a state approved teacher education program.

BENEFITS

Substitute teachers are not eligible to participate in health benefits or the Employees? Retirement System. Substitute teachers may participate in Section 403(b) of the Internal Revenue Service IRS code: Tax-Sheltered Annuity Program. Wages are subject to Social Security and Medicare taxes.

HOW TO APPLY

(See: Applicant Checklist)

  1. SCHOOL PRIORITY/PREFERRED LIST:

    Applicant arranges an interview with a school administrator for possible placement on the school's preferred list. Recommendation: Prepare a current resume and a copy of official college transcripts for review by the school administrator. [The applicant must complete their studies from a college/university that is accredited from one of the six Regional Institutional Accrediting Organizations as listed in #5 below] NOTE: Schools not needing additional substitutes for their preferred list will not be interviewing or accepting applications.

  2. SUBSTITUTE TEACHER COURSE:

    After interview, obtain an Approval Notice signed by the school administrator with a current school year date. An Approval Notice is a required document enabling the applicant to enroll in the substitute teacher course offered at the Community School for Adults. Upon successful passing of the course exam, you will receive a Substitute Teacher Course Completion Certificate valid for five (5) years. NOTE: Completion of the course, in itself, does not guarantee employment. See Substitute Teacher Requirements for Employment chart for details.
  3. "BLOODBORNE PATHOGEN: IN THE SCHOOL SETTING" TRAINING VIDEO:

    This training is federally mandated for all employees of the DOE and must be viewed annually and is viewed in the Substitute Teacher Course as well. You can view the training video at a school, if available, on all islands via public access non-digital Channel 46.56 and on digital Channel 356 Mondays, Wednesdays, and Saturdays from 5:30 p.m. to 5:47 p.m.; also on Tuesdays and Thursdays from 5:30 a.m. to 5:47 a.m., or online (Flash or QuickTime Player) at: http://www.video.k12.hi.us/bloodborne-pathogens. NOTE: Bloodborne Pathogen training video must be viewed within one (1) year of the date on your application.
  4. APPLICATION:

    Upon successful completion of the Substitute Teacher Course, physically return to the school that placed you on their preferred list to obtain, complete, and submit the DOE OHR 600-004, Substitute Teacher Application along with all pre-employment documents. Include and attach the following required documents: a copy of social security card, official/original college transcripts+, Tuberculosis (TB) test clearance certificate with a valid date no later than one (1) year from the date of the application, and copy of the Substitute Teacher Course Completion Certificate with posted expiration date, if applicable. Completed applications are accepted each school year only from July 1st through March 15th.
  5. EMPLOYMENT DOCUMENTS:

    All documents submitted become the property of the Department and will not be returned to the applicant. +Official transcripts should reflect one of the following accredited colleges/universities recognized by the department: (If in doubt, contact your college/university for clarification and submit a written verification from the accrediting agency to your principal that placed you on their school preferred list) 1. Middle States Assoc of Colleges/Schools, Commission on Higher Ed (MSA-CHE); 2. North Central Assoc of Colleges/School, the Higher Learning Commission (NCA-HLC); 3. Northwest Commission o Colleges/Universities (NWCCU); 4. New England Assoc of School/Colleges, Commission in Institutions of Higher ED (NEASC-CIHE); 5. Southern Assoc of Colleges/Schools, Commission on Colleges (SACS); or 6. Western Assoc of Schools/Colleges, Accredited Commission for Senior College/University (WASC-ACSCU).

FOREIGN COLLEGE OR UNIVERSITY TRANSCRIPTS

If you attended a foreign college or university that is not accredited by the college/university as recognized by the Hawaii Department of Education (HIDOE), you must have your transcripts evaluated by Educational Credential Evaluators, Inc. (ECE). ECE is a professional agency staffed with the resources to assess the equivalency of foreign degree programs. There is a fee for completion of such a report. This evaluation can also be used if you intend to pursue a teaching position with HIDOE in the future. After receiving the evaluation, make a copy for yourself. Send the original evaluation to: Office of Human Resources, Reclassification Unit, P.O. Box 2360, Honolulu, HI 96804.
