SUPPLEMENTAL EDUCATIONAL
SERVICES (SES) – Free Tutoring

Supplemental Educational Services (SES) is additional academic instruction designed to increase the academic achievement of students in schools in need of improvement. These services may include academic assistance such as tutoring, remediation and other educational interventionsrotating grade school photos, provided that such approaches are consistent with the content and instruction used by the Complex Area and are aligned with the State’s academic content standards. SES must be provided outside of the regular school day, be high quality, research-based and specifically designed to increase student academic achievement.

The Hawaii Department of Education must initially make SES available to eligible students from low-income families who attend Title I NCLB Status schools. Student is eligible for SES, free tutoring if the student…

  • Receives free or reduced price meals; and
  • Attends a NCLB Status Title I school that is identified as in Needs Improvement 2, Corrective Action, Planning for Restructuring, or Restructuring.

If the funds available are insufficient to provide SES to each eligible student whose parent requests those services, a Complex Area must give priority to the lowest-achieving eligible students.

A school must continue to offer SES to eligible students until the school is no longer identified for school improvement, corrective action, or restructuring.

Public Notification

Request for Waivers of the Prohibition on Approving a School or LEA Identified for improvement, Corrective Action, or Restructuring ("Identified School or LEA") as an SES Provider

The Assistant Secretary is inviting any interested SEA to request a waiver of 34 C.F.R. § 200.47(b)(1)(iv)(A),(B) so that it may approve as an SES provider for the 2010-11 school year an identified school or LEA. This waiver would allow, but not require, an SEA to approve an identified school or LEA as an SES provider. The decision about which SES providers to approve would remain a decision for the SEA.

SES Programs & Provider Evaluation

The Hawai'i Department of Education Special Programs Management Section and the Office for Evaluation and Needs Assessment in the Social Science Research Institute at the University of Hawai'i collaborate on the development of an evaluation of supplemental educational services and (SES) provider effectiveness..

  • ESEA Flexibility Waiver:

    The HIDOE applied for the 2012 for ESEA Flexibility Waiver.

    Since notification of the status of the ESEA Flexibility Waiver Request will not be known until the Fall of 2012, the HIDOE will continue to proceed with SES with approved SES providers.

    If the waiver is granted, the HIDOE will provide SES only for those students who have been authorized for services and have completed the Agreement of Services process. SES enrollment will only occur during the 1st semester of school year 2012-2013.

    If the waiver is not granted, the HIDOE will continue to offer SES to eligible students for the remainder of the school year.

    Once the HIDOE is notified of the outcome of the Flexibility Waiver Request, SES providers will be notified immediately of the decision of the USDE.
