The State of Hawaii, Department of Education (DOE), Office of Human Resources (OHR), Health Benefits and Awards Unit is responsible for assisting employees with their questions and needs for certain employee benefits, such as retirement programs and comprehensive health care insurance.

The following information has been compiled to assist DOE employees in understanding the primary functions and services of the OHR, Health Benefits and Awards Unit.

Primary functions of the OHR, Health Benefits and Awards Unit include:

  • Providing information and updates to all employees related to deferred compensation, flexible spending, premium conversion, retirement and other benefits
  • Administering the Tax Shelter Annuity 403(b) Program for eligible employees
  • Serving as a liaison between the DOE and other State agencies such as the Employees’ Retirement System (ERS), Hawaii Employer-Union Health Benefits Trust Fund (EUTF), and Hawaii Department of Human Resources Development (DHRD)
  • Providing employee verification to EUTF for health benefits

Common reasons employees contact the OHR, Health Benefits and Awards Unit include:

  • To inquire and obtain general information regarding their health benefits
  • To ask general questions related to the tax shelter annuity 403(b) program and/or deferred compensation program
  • To obtain general information regarding flexible spending, premium conversion, and retirement benefits
